Busan needs alternatives connected with main projects and reduction of traffic volumes in downtown by the development to an international city. Besides, it is necessary to practical alternatives for activation of low-carbon green transportation to become a clean and attractive green city. We checked the necessity of the private investment for urban underground roads, established urban comprehensive plan to connect them and analyzed the expected effect by constructing urban underground roads.
